2014 TOC International Conference breaks new ground in Government and Healthcare

Today the TOCICO (Theory of Constraints International Certification Organization) announced that in addition to the workshops, case studies and presentations covering the well-known applications of TOC in Industry, two tracks will be dedicated to the breakthrough solutions that have been implemented in the government and healthcare sectors. The conference runs from June 8-11, 2014 in Washington DC.

The Theory of Constraints (TOC) provides a set of holistic processes and rules, all based on a systems approach that exploits the inherent simplicity within complex systems through focusing on a few “leverage points” as a way to synchronize the parts to achieve ongoing improvement in the performance of the system as a whole.

The opening day’s keynote; Improving Global Healthcare with the Theory of Constraints, will be presented by Alex Knight a founding partner of QFI Consulting and a leading TOC practitioner in the world in the healthcare field. This keynote will feature the application and results of applying TOC to Improving Global Healthcare. Alex will follow his address by facilitating a dedicated track focusing on TOC applications in healthcare. There is also an additional full day of healthcare sector presentations.

Healthcare organizations across the globe struggle daily with the ever-increasing need to provide timely and high-quality care for their patients within an affordable envelope.  The reality is that medical costs are rising at a faster rate than revenue, which is making it increasingly difficult to achieve this need. As the problem intensifies, compromises between care and financial necessity will be an inevitable consequence.

The TOC implementations presented at the conference show how the solutions to this problem can be found to simultaneously:

1. Deliver an effective and sustainable healthcare system;

2. Enable medics and managers to give the most appropriate medical treatment to all their patients;

3. Achieve a true breakthrough in performance without demanding additional resources;

4. Avoid putting excessive demands on a number of already stretched resources;
and achieve sustained and ongoing operational and financial improvement.

Day two’s keynote: Enterprise TOC Implementation in Utah State Government will be presented by Kristen Cox, Executive Director of the Utah Governor’s Office of Management and Budget (GOMB) and will be followed by a dedicated track of three workshops that will focus on better, faster and cheaper services.

Though they are very different, public and private organizations across the globe share a common challenge- increasing pressure to achieve more with less.  The reality is that government costs are rising and resources are limited, which is making it increasingly difficult to meet the challenge.

The TOC implementations presented at the conference show how the solutions to this problem can be found to simultaneously:

1. Do it better –meet the ongoing demand for services with a high degree of quality

2. Do it faster-increase the flow of work within systems

3. Do it cheaper-reduce avoidable costs & investment, giving more flexibility to the budget process -

    the constraint for the government to do more good

Day three’s keynote addresses The Right Rule + the Right Tools = Smart Metrics, will be presented by Debra Smith the cofounder of Constraints Management Group LLC, and an internationally recognized authority on management and accounting including the development and articulation of smart metrics. Ms. Smith is a noted speaker on the Theory of Constraints and will also facilitate a workshop on Smart Metrics during the conference.

Day three’s Plenary Session address; CCPM 2.0: Simpler, Better, Scalable, features Sanjeev Gupta a leading expert in TOC-Critical Chain Project Management (CCPM) and the founder of two companies that provide TOC solutions; Thru-Put Technologies and Realization Technologies.

Day four’s keynote address; Delivering Value - Removing Business Constraints for Growth is presented by Rami Goldratt. Mr. Goldratt is the CEO of Goldratt Consulting and is recognized worldwide as an authority on the Theory of Constraints. Rami worked with his father Dr Eliyahu Goldratt in developing the TOC Insights, a self-learning product for TOC applications.

The conference provides a unique opportunity for people new to TOC to learn from the top TOC experts in the world.  The conference includes 4 days consisting of the fundamentals of TOC and the application of those fundamentals to a variety of industries in over 70 different sessions.
There are also nine additional Fundamentals Workshops led by top TOC academics to provide a solid base of understanding of the following areas of management each of the first two days:
